The Rockdale County Board of Commissioners approved multiple consent items March 10, including leases, a federal transportation voucher grant, road planning work and several county contracts.
The clerk read Item 163, a Crown Castle change order to contract 2021-06 for tower space at 2331 Highway 138 in Conyers; the change order (effective March 5, 2026) notes an intent to lease a portion of the tower to T‑Mobile. The board approved the item as part of a bundled consent motion.
Item 164 is federal grant funding administered through the Atlanta Regional Commission: a transportation voucher grant for senior citizens (65+) and persons with disabilities (18–64) totaling $17,007.94 with a required local match of $4,251.99 for a program year running Oct. 1, 2025, through Sept. 30, 2026. Director Carney said residents can call the Rockdale County Senior Service Center for eligibility and scheduling details and that the ARC maintains a vetting/referral process.
The board approved a requisition for Pro Fence (Item 165) for $78,800 to repair and replace approximately eight miles of fence along I‑20, and approved a requisition to AECOM (Item 166) for $401,750 to produce a concept report and perform environmental and traffic work for Old Covington Road (SPLAS-funded).
Also approved were a reappointment to the Rockdale County Board of Tax Assessors for Maxwell Terry (term March 10, 2026–March 9, 2030), mutual-aid agreements with DeKalb County for fire rescue, and two one-year agreements with tennis professionals (Item 170–171) that split revenues and registration fees with the county. The board approved a change order to Peachtree Pest Control (Item 172) reflecting a 5% increase for 2026 equivalent to $1,253.40 per year; the meeting record also reported a resulting contract figure of $2,193.45 per month and an annual total of $26,321.40.
A commissioner moved to approve Items 163 through 172 as presented; the chair called for a voice vote and announced the motion carries.
Most consent items were approved without extended discussion. Director Kelly provided a short briefing on the Old Covington Road project, describing it as a phase of corridor widening and environmental work to make the corridor "shovel-ready" for future grant applications. The board did not provide detailed project schedules or funding sources beyond the line-item descriptions during the consent vote.
The board proceeded to board comments following the consent approvals.
