The Collierville Board of Mayor and Aldermen on March 9 awarded a contract for reconstruction of the Washington Street parking lot in the Freightlands, between Main Street and Mount Pleasant Road.
Town engineer Dale Perriman told the board the project was originally approved in the FY2022–23 capital investment plan and that the board chose a basic parking-lot design to keep costs down. Perriman said the work will remove 272 square yards of old asphalt, install roughly 327 feet of curb, place about 640 tons of asphalt, import 650 cubic yards of fill, stripe approximately 4,663 linear feet and install about 350 square yards of sod. He said the plan will provide roughly 130 parking spaces and will repave an alley.
Perriman said 14 vendors requested plans and 10 bids were received; he reported A and B Construction as the lowest responsive bidder at $160,814.83, $4,314.06 lower than the next lowest bid. The contract is a unit-price contract with a 45-day completion window and liquidated damages of $1,000 per day. Perriman noted the town will try to finish work before the town square fair in early May and that some Saturday work may be required.
Vice Mayor Stamps asked about electric-vehicle parking or charging stations; Perriman said the parking-area layout will include spaces coordinated with Memphis Light, Gas & Water (MLGW) and that the charging component is tied to a grant through MLGW and “is not costing the citizens a penny,” according to Perriman.
The board moved and seconded the award; the clerk called the roll and the motion passed by roll call.
What happens next: staff will execute a unit-price contract with the low bidder and schedule work; the board report indicates any remaining balance after project completion will return to the account.
