House moves to extend in-state testing deadline for low-dose THC products

The Minnesota House passed House File 3615 on third reading to change the effective date for in-state laboratory testing of certain low-potency hemp-derived THC beverages and edible products from Jan. 1, 2026 to May 31, 2027.

Representative Hanson J, the author, said the change is a narrow, supportive measure for small businesses that have pioneered THC beverage and edible markets, noting the in-state testing infrastructure has not yet developed sufficient capacity. He described the national hemp-derived THC market as large and said the bill provides breathing room while the testing market matures or federal action clarifies interstate commerce rules.

Supporters including Representative West emphasized current testing turnaround times and urged passage as a small way to help Minnesota businesses. Opponents raised broader concerns about fraud and program management but the floor ultimately approved the bill on a 10034 roll call.

The bill passed final reading and its title was agreed to; sponsors urged businesses to support the change while the legislature monitors federal developments.

Next steps: HF3615 was passed by the House on 2026-03-12 and will proceed per regular legislative process.
