Shalanne, speaking for her brother Brent DeArmond, told the Snohomish County Council on March 11 that Everett Police had gathered dashcam footage and license‑plate‑reader evidence showing a vehicle struck and dragged Brent over a mile on Casino Road in Everett on July 27, and that the suspect was arrested in September. "A relentless caseload is not justice," she said. "It is an institutional failure." She said the Snohomish County Prosecutor's Office has not filed charges and offered only staffing and scheduling explanations with no reliable timeline.
Lori DeArmond, the victim's aunt, described receiving timely, detailed communication from Everett Police but said communication "flatlined" after the case reached the prosecutor. She told the council the family had been given mixed or no responses to email inquiries and asked the council to seek accountability and answers so other families do not face the same uncertainty.
The two speakers urged the council to use whatever oversight or oversight questions it can direct at the Prosecutor's Office; they called for a charging decision and for those responsible to take their duties seriously. Shalanne said the suspect remains free, driving and living his life while the family continues to mourn; Brent would have turned 40 on March 20.
Council staff responded that the council does not typically reply during public comment but offered contact channels for follow-up, asking the family to email contactcouncil@snoco.org or provide an email address so staff could help coordinate a response. The chair thanked the speakers and closed in‑person public comment before moving to the rest of the agenda.
