The Richland City Council on May 21 approved routine business and two specific items of business after public comment and presentations.
The council unanimously approved the consent calendar, which included the May 7 meeting minutes, several resolutions (202465–202469) including awards and grant acceptances, two code-enforcement board appointments, and expenditures totaling $35,275,601.52. Council member Witten moved to approve the consent calendar and the motion passed by roll call.
On item of business, Carlo Delisandro presented the proposed Ordinance 2024-20 to establish a sewer latecomer assessment related to a sanitary sewer lift station installed for the Westcliff Heights development (Palish Homes). Delisandro said staff reviewed design calculations and pump capacity and recommended approval after addressing concerns about serving 190 homes. Council member Luxon moved to adopt Ordinance 2024-20; Council member Meyer seconded and the ordinance passed by unanimous roll-call vote.
Council also considered Resolution 2024-70 to relinquish a utility easement at 5069 Ava Way at the request of Revive Land LLC. Staff reported no city facilities currently occupy the easement and recommended relinquishment to allow issuance of a building permit; the council adopted the resolution by roll call.
No amendments were made on the floor and votes were unanimous. The meeting then moved to reports, comments and an executive session on potential litigation; no action followed the executive session.
