Price City seeks CFP earmark for $4.6M detention basin to reduce flood risk

Price City on March 11 approved a request to pursue federal earmarked Community Project Funding for a proposed detention and debris basin on Mead's Wash to reduce future flood damage to adjacent North Price neighborhoods.

City staff described a two-step process: first seeking congressional earmark and placement on the CFP list, then competing for earmarked funds in fiscal year 2027. Staff said the total project estimate is $4,600,000 and that typical funding for this program would be about 75% federal with a 25% local match. The city has discussed financing options for the required local share and will continue to develop match plans.

Officials said the basin would be placed near the south end of the mountain-bike trail and would allow controlled detention and release of runoff to mitigate the intense flood flows Price experienced in recent flood events. Staff also noted Congressman Kennedy's office has accepted initial materials and that being placed on the CFP list is a prerequisite for eligibility.

Council voted to submit the CFP materials to seek earmark consideration; staff emphasized that congressional acceptance and later appropriations are not guaranteed and that the process is multi-step and paced over time.
