Marion County commissioners approve consent agenda including generator repair, VAWA grant and $761,301 software purchase

The Marion County Board of Commissioners approved a multi-item consent agenda on March 11 that bundled licenses, grant agreements, vendor contracts and petty cash orders.

Items listed on the agenda and approved include: an OLCC license recommendation for S&J Holdings Hitchin Post, LLC (dba Hitchin Post); Amendment #1 to an MOU with Marion County Public Works to close out ARPA funds for the Fargo Sewer Collection System Improvements Project and transfer $230,845.05 in unspent ARPA funds back to the board for reallocation; a not-to-exceed $119,726.10 contract with Power Systems West, LLC for repair of a generator at Marion County Public Works and rental of a temporary portable generator through June 30, 2026; a $108,508.27 incoming Violence Against Women Act (VAWA) grant agreement with the Oregon Department of Justice’s Crime Victim and Survivor Services Division to support direct services for victims of domestic violence (retroactive to Jan. 1, 2026, through Dec. 31, 2026); a $761,301.52 purchase order with CDW Government, LLC for hypervisor software maintenance through March 21, 2031; approval of findings and a Franchise Agreement for Bio Clean Industries Corporation to operate a regulated medical waste transfer facility; establishment of a temporary designated speed zone on Brooklake Road NE for safety during Brooks Community Service District drinking water construction; a $147,857.50 construction contract with CPM Development Corporation dba Siegmund Excavation and Construction for Salmon Falls Park Improvements through Aug. 31, 2026; and two $100 petty cash funds for Marion County Health & Human Services teams.

Commissioner Danielle Bethell moved to approve the consent agenda; Commissioner Kevin Cameron seconded. The motion carried with Commissioners Bethell, Cameron and Colm Willis voting aye. Item #5, an ARPA closeout for the Parkdale Park Development Project, had been removed earlier in the meeting and was not considered as part of this vote.

Most items were routine departmental approvals; the consent agenda consolidates these actions so they can be approved in a single vote. Where the agenda lists specific dollar amounts and contract end dates, those figures appear on the meeting record and were part of the approval.
