At the Feb. 24 Brian Head Town Council meeting, Planning & Building Administrator Greg Sant recommended converting the mountain overlay that currently governs Aspen Meadows into a primary zone tied to the development agreement, and councilors directed staff to proceed.
Greg Sant outlined three options: convert the mountain overlay to a primary zone referenced in the development agreement; keep the current process requiring council review for each preliminary plat; or create a new resort mixed‑use zone. He advised against continuing the per‑plat council review (Option 2) as inefficient because the development agreement already identifies permitted uses and densities.
Both council members and developer representative Flint Decker acknowledged Aspen Meadows’ distinct mountain standards — Decker noted the development agreement and master plan include protections such as a 35‑foot height limit (compared with a 45‑foot town standard) and mandatory tree preservation setbacks. Councilors expressed preference for Option 1 and directed staff to prepare the zone amendment and related general plan amendment and zone‑change application for Aspen Meadows.
Council direction was procedural: staff were asked to draft changes and return them for formal review rather than adopting any zoning change on Feb. 24.
