The Taylor Planning and Zoning Commission approved its consent agenda and then unanimously voted to disapprove three separate plats at its March 10 meeting.
Staff presented the Taylor Commons preliminary plat (709 Northwest Carlos G Parker Boulevard, ~8.607 acres) and recommended disapproval, saying the submittal failed to meet multiple Land Development Code (LDC) and engineering manual standards, including a missing public utility/drainage easement, incomplete traffic‑impact cost calculations, an absent drainage maintenance agreement, and incorrect signature blocks. "Staff is recommending disapproval," said Joe, a city planner. After discussion Commissioner Ruska moved to disapprove; the motion passed 7–0.
The commission next considered the Murphy Street final plat (approximately 1.333 acres between E. 4th and E. 6th streets). Staff told the commission the final plat could not be finalized until the concurrent subdivision improvement plan was completed and listed drawing clarity, finished floor elevation tables, floodplain depiction and signature block issues as reasons for disapproval. Commissioners voted 7–0 to disapprove.
Finally staff presented the Castlewood Phases 2 and 3 replat (~4.516 acres near FM 973). Staff identified missing map elements, sequencing problems in the legal description and needed clarification of reserve and drainage easements. The commission voted 7–0 to disapprove that final plat as well.
Those disapprovals mean applicants must address the cited LDC and engineering manual deficiencies in subsequent submittals (subdivision improvement plans, revised plats and accompanying engineering) before further approvals such as site development plans or building permits can proceed. Staff noted that additional comments exist beyond the items highlighted to the commission.
The meeting continued with two public hearings later in the agenda and a staff update on a vacant‑building ordinance. The commission adjourned at 8:10 p.m.
