Taylor awards curb-replacement contract to Lone Star Energy Consultants at low bid of $132,000

Connor Stewart presented the 2025 curb replacement project from the city’s CIP, saying the city opened bids and received 14 proposals. Lone Star Energy Consultants was the low and highest-scoring bidder at $132,000. Stewart recommended a 25% contingency ($33,000) to cover materials testing, construction administration and possible scope expansion; staff said the project is financed by a $250,000 bond.

Stewart explained the bid scoring (80% cost, 20% qualifications) and said the project would replace about 2,400 linear feet of curb across six street segments identified in the CIP. He said the total project cost as presented would be about $188,000 (including the recommended contingency and other costs) and that roughly $61,000 would remain in the bond if the award proceeds as recommended. Council voted to award the project to Lone Star Energy Consultants and approved the contingency.
