Franklin County Fiscal Court approves lobbying contract, grant applications, appointments and budget transfers

Franklin County Fiscal Court on Jan. 20 approved a set of routine measures including a lobbying contract, multiple grant applications, an archaeological work-order amendment, budget transfers, and several appointments and reappointments.

The court approved Resolution No. 2-2026 authorizing an agreement with McCarthy Strategic Solutions, LLC for lobbying services (motion by Squire Sherry Sebastian, seconded by Squire Mike Harrod); the motion passed unanimously. The court also approved Resolution No. 3-2026 authorizing filing an application to the Kentucky Board of Emergency Medical Services Ambulance Block Grant Program (motion by Squire Mike Harrod, seconded by Squire Kelly Dycus) and Resolution No. 4-2026 authorizing filing an application for grant funds with the Kentucky Fire Commission for the Franklin County Fire Department (motion by Squire Mike Harrod, seconded by Squire J.W. Blackburn); both motions passed with all present voting in favor.

Separately, the court approved Amendment No. 1 to Work Order No. 1 with HMB for an archaeological survey tied to the Forks of Elkhorn Sewer Project (motion by Squire Kelly Dycus, seconded by Squire J.W. Blackburn). The Treasurer’s Quarterly Report ending Dec. 31, 2025 and the Treasurer’s Report were received, and budget transfers for fiscal year 2025–2026 were approved. The court noted that no motion was offered to deny a claim and ordered bills to be paid as presented.

The court confirmed personnel actions including the reappointment of Rebecca Quarles to the Franklin County Extension Office (term to Dec. 31, 2028), the appointment of Arba Kenner to the Extension Office (term to Dec. 31, 2028), and reappointments of Johnny Keene (term to June 30, 2028) and Mitch Buchannan (term to June 30, 2029) to the Frankfort/Franklin County Board of Zoning Adjustments. Each motion was recorded as passing unanimously. The meeting adjourned at 6:53 p.m.
