Panel endorses moving statewide testing window later in school year

The Senate Education Committee voted to give House Bill 2032 a due-pass recommendation after testimony from school leaders and associations who said shifting the statewide testing window later would allow teachers to assess full-year learning rather than partial-year progress.

Representative materials said HB 2032 limits any statewide assessment testing window to four consecutive school weeks and bars the testing window from beginning before April for grades 3. The bill also delays the date by which local education agencies must receive statewide assessment test scores to May 26 and requires the State Board of Education to impose penalties on the contractor for late scores.

Rebecca Beebe, speaking for the Arizona School Administrators, told the committee the association worked with the sponsor and that the current window often begins in mid-March and compresses instruction. Ashley Smith, a principal, testified a later window could provide teachers thousands of additional minutes of instruction to reinforce skills before testing.

Committee members asked about alternative approaches to reading readiness and the role of universal pre-K; supporters said early literacy policy and pre-K are important but distinct from the scheduling problem HB 2032 addresses. A committee roll call produced 6 ayes and 1 nay, giving the bill a due-pass recommendation to proceed in the process.

The bill would maintain the high-school assessment (ACT) timing as status quo in the sponsor's amendment and otherwise direct the Arizona Department of Education and State Board of Education in setting testing windows.
