HB 23-18 would prescribe term limits for school district governing-board members in districts with at least 250 students, making a person ineligible to be a candidate if they have served at least eight consecutive years and fewer than four years have passed since the last day of their most recent term. The adopted amendment clarified that prescribed term limits apply only to persons whose two consecutive four-year terms begin after Nov. 2026.
Jimmy Arwood, speaking for the Arizona School Board Association, said the association opposed the bill, arguing term limits could remove experienced local leaders and disproportionately affect rural districts where community leaders often serve in multiple roles. Committee members discussed the need to refine language and agreed to work on floor amendments; the committee's roll call was 4 ayes and 3 nays, giving HB 23-18 a due-pass recommendation as amended.
