Parks planners describe recent playground rebuilds, pool renovation and Central Trail hold-ups

Chair Nancy Kuo opened the March 10 meeting and introduced Paul Nassau, superintendent of Parks Planning, who updated the Carson Recreation Commission on recent parks projects and near-term work.

Nassau said Foxville Park Playground, Point North Playground and Interurban Common are complete and described a redesign at Foxborough Park after a heavy rain event ripped up synthetic turf: “It was so fast that the water did some of the equipment was moved,” he said, and the department switched to a poured-in-place rubber surface with a concrete-mesh sublayer intended to hold through future floods.

Point North received a new pavilion and playground border after nearby water-tank construction removed earlier facilities. Nassau described a multi-layer base for synthetic turf—aggregate, a silicate sand layer “that cuts down on static electricity,” padding and turf—and added that extra lighting and a new plaza area were installed.

He also gave a technical status report on Heights Family Aquatics, saying crews have demolished the failing concrete deck, are preparing surge-pit repairs and will install joists, plywood and a new concrete surface with an expected 7–14 day cure period. A replacement shade structure is also planned after storm damage removed prior mountings; Nassau said the same third-party shade installer used on other sites will do the work.

On trails, Nassau said the Central Trail extension south to Dallas is delayed while the city waits for approvals from DART, Dallas County and TxDOT. “The yellow is the portion that Richardson will be responsible for,” he said, adding that Richardson would cover roughly 20% of the local segment and that schedule depends on external agency sign-offs.

Commissioners asked how shade structures are being funded; Nassau said the work will come from leftover contingency bond funds from the 2021 bond program and other contingency pots held when projects come in under budget.

The presentation closed with the superintendent noting Interurban Common is in its warranty period after substantial completion in August and that staff are documenting final inspections.

The meeting minutes from Feb. 10, 2026 were moved, seconded and approved by voice vote earlier in the meeting. The commission adjourned at 7:28 p.m.

What’s next: Nassau said the department will continue site inspections and work toward finishing pool renovations in time for the summer season, contingent on curing times and remaining construction tasks.
