Committee reports HB249 and HB260 out of Labor and Commerce; HB260 passes 5-2

The House Labor and Commerce Committee reported two bills out of committee during its session.

House Bill 249, a measure on transfer of vehicle title, was amended once and reported out of committee with individual recommendations and accompanying fiscal notes after the sponsor moved Amendment 1 and the committee accepted it without objection.

House Bill 260, addressing construction project wage liability, was reported out of committee as amended following debate and a roll-call vote. Representative Sadler objected to moving the bill forward on the record because contractor associations were not present to offer feedback, saying, “If we don't have the contractors here to ask questions ... this bill should not proceed.” After the objection, the committee proceeded to a roll-call vote that resulted in 5 ayes and 2 nays; the clerk announced the bill was reported from committee.

The committee signed the paperwork on both measures and will transmit the committee reports and fiscal notes as part of the legislative process. Two other bills on the agenda — HB352 (health-care licensing compacts) and HB305 (transportation network company driver pay) — drew extended invited testimony and were held for further consideration.

What happens next: The reported bills will appear on committee files with the accompanying fiscal notes and individual recommendations, and may move to floor scheduling or further committee action as determined by House leaders.
