Lincoln County treasurer flags large IDAWY payment disparity, calls for clarification and audit

Lincoln County Treasurer Jerry Greenfield presented the county’s May 2023 financial report and raised concerns about landfill-related transactions with IDAWY, reporting an IDAWY revenue payment of $20,000 compared with an IDAWY expense payment of $882,997.81. Greenfield said he will meet with IDAWY representative Jayson Lower to request bond documentation and further financial records and said a county audit may be appropriate to clarify liabilities.

County Grant Writer Mary Crosby told commissioners that Wyoming DEQ records continue to show county ownership and operation of the landfill and that the county remains covered by the Wyoming Financial Assurance Program; she said there had been discussion of a reactivated grant or loan and that clarifying documentation was needed. Greenfield expressed concern about a reactivated grant/loan and the resulting financial exposure to Lincoln County.

Commissioners and staff discussed the need for documentation from IDAWY and additional analysis. Chairman Hansen described the regional landfill work as "transparent" and said staff should request documents from IDAWY to resolve outstanding questions.

Next steps as recorded: the treasurer will meet with Jayson Lower from IDAWY to seek bond and transaction clarification and will request further financial information; staff noted they would report back to the commission.
