Soddy‑Daisy approves IWORQ renewal, awards asphalt and concrete bids

The Soddy‑Daisy Board of Commissioners voted unanimously on Aug. 15 to renew an IWORQ services agreement and to authorize purchase of additional modules, and to award annual roadwork contracts.

City Manager Burt Johnson asked the board to renew the IWORQ agreement at $11,250 per year and to buy additional public works/codes modules for $14,200. Johnson said the software is used for in‑house record keeping, citizen engagement and maintenance tracking. Commissioner Keith said the software should simplify the codes process. Commissioners approved the renewal and module purchase by unanimous vote.

Public Works Director Steve Grant recommended awards for the city’s annual asphalt work: Talley Construction was recommended for material and, along with Hedgecoth Construction, for in‑place work; Grant said Talley is the only contractor in the Chattanooga area able to perform milling and quoted milling at $35.00 per yard. The board approved the asphalt awards unanimously.

Grant also reported that only one concrete bid was received (Twin K) and that the price rose by $5 per yard from the previous year; the commission approved that award unanimously.

Budget and staffing context: Johnson said the city has not hired a dedicated Codes Enforcement Officer yet and that $40,000 is budgeted toward the function; he said Public Works Director Grant currently handles codes and building inspections while hiring priorities continue in Public Works.

Next steps: contracts will be executed consistent with bid documents and prevailing procurement procedures.
