Council approves appointments, trail repair and brush-clearing bids, easement abandonment and MDOT signators

At its July 16 meeting the Greenville City Council approved a package of routine administrative and capital items.

The council unanimously consented to the City Manager’s appointment of Jeffrey Joyce as the city’s Finance Director/Treasurer. Council also accepted updated Historic District Guidelines.

Two bid awards for maintenance of the Fred Meijer Flat River Trail were approved: a boardwalk repair contract to TJM Services of Allegan, Michigan, not to exceed $8,000, and a brush-clearing contract to Wise Owl Tree Company of Marne, Michigan, not to exceed $16,000. Both motions passed unanimously.

The council approved Resolution 24-18 to abandon a 30-foot ingress and egress access easement on the west side of property at 319 Hillcrest Street; the resolution noted the easement was originally reserved when the City deeded property to the State of Michigan in 1956 and that the request came from the State to allow facility expansion. The resolution was adopted (6–0, Scoby absent).

Council approved Resolution 24-19 authorizing the Mayor and Finance Director to sign Michigan Department of Transportation maintenance contracts related to Washington Street (M-57) and Lafayette Street (M-91). The MDOT contract cited in the record (2025-29) covers the term Oct. 1, 2024–Sept. 30, 2029. The motion passed unanimously.
