Fluvanna EDA weighs enterprise zones and a resolution to the Board of Supervisors

The Economic Development Authority of Fluvanna County on Feb. 9 heard a presentation on enterprise zones and discussed drafting a resolution to present to the Board of Supervisors.

Reese Peck, a member of the authority, presented an overview of enterprise zones and said they can be used to define development priorities, allocate funds for programs and enable tax-increment financing. Peck told the board enterprise zones could help the county attract investment if paired with clear incentives and accountability measures.

Board members agreed on the importance of a coherent economic development strategy but did not take a formal vote to adopt policy. Chair Rudy Garcia and other members discussed next steps for drafting a resolution that would outline future development plans and funding needs and be circulated to the Board of Supervisors for consideration.

Director of Economic Development Jennifer Schmack was asked to assist in preparing background materials. The board did not set a deadline for the resolution at the meeting; the item was described as preparatory and informational in this session. The EDA’s next regular meeting is March 9, 2026.
