The Nelson County Board of Supervisors on March 18 adopted Resolution R2024-18 formalizing the county’s FY25 health insurance renewal and establishing rates for active employees and retirees.
County Administrator Candice W. McGarry presented the prepared resolution reflecting the Board’s prior selection of Anthem Blue Cross Blue Shield Option 1 and said adopting it would allow staff to proceed with the renewal process. Supervisor Jesse N. Rutherford moved to adopt the resolution; Dr. Jessica Ligon seconded the motion. The Board approved the resolution by roll call vote 4–0, making the plan adoption official.
The resolution lists specific premiums for the plan year July 1, 2024–June 30, 2025. It specifies county and employee shares across multiple plan tiers and plan designs, including Key Advantage 250, Key Advantage 500 and a High Deductible Health Plan, with distinct single, dual and family premiums for “Comprehensive” and “Preventative” coverage. The resolution text in the record shows the county/employee splits and dollar amounts for active employees and retirees (not eligible for Medicare) as adopted.
Ms. McGarry told the Board that the Local Choice Health Benefits Program renewal included an overall premium increase of about 11% for the county’s current Anthem plan offerings. The resolution directs staff to submit the established renewal rates to Local Choice by the renewal deadline of April 1, 2024.
The Board’s roll call approval was recorded as unanimous among the four supervisors present at the vote; Supervisor Thomas D. Harvey arrived shortly after the meeting began and was not recorded on the roll call for this item. No amendments to the resolution were made at the meeting.
The county will proceed with vendor notifications and administrative steps required for employee and retiree plan renewals, and staff indicated the established rates will be published as part of the FY25 budget documentation.
