Lincoln County approves $50,000 early release to Evaunt for sewer inflow monitoring

Lincoln County commissioners on March 21 approved an Addendum A request from Evaunt Inc. to release $50,000 for infiltration and inflow monitoring equipment to measure excess water entering the Kemmerer and Diamondville sewer pipelines. Commissioner Connelly moved to approve the addendum; the motion was adopted after review by the county attorney, as required.

Brad Barham of Evaunt Inc. presented the Evaunt CRS Wastewater Initiative to the board and described the proposed monitoring work, saying the equipment would help quantify excess flows during spring runoff and inform future system upgrades. Ed Ekstrom of Evaunt outlined the presence of critical flows in the Kemmerer–Diamondville joint powers board system and argued that monitoring data would guide system planning.

Treasurer Jerry Greenfield told commissioners he had heard an estimated $47 million cost to upgrade the Kemmerer–Diamondville system and said that amount would translate to roughly $200 per month per citizen under that estimate. The county did not adopt a capital plan at the meeting; Greenfield’s figure was presented as an estimate to illustrate potential scale of future costs.

Barham also described discussions with Campbell County about shared technology and infrastructure and reported on a recent Gillette trip with Greenfield. He said Evaunt hopes to have the Tri-Sight building operational by the summer to support regional work. The board approved the Addendum A early-release request conditioned on county attorney review.
