Lincoln County commissioners adopt consent package, authorize new fund and sign WYDOT agreements

Lincoln County commissioners approved a package of routine and substantive items during meetings Dec. 6–7, 2022, including multiple resolutions, a new accounting fund and two WYDOT grant agreements.

At the Dec. 6 session the commission adopted the consent agenda—approving minutes, assessment roll amendments and vouchers—and approved a series of resolutions and authorizations. Among the actions, the board adopted a resolution enlarging the Etna Water and Sewer District to include property owned by Modern Development, LLC; appointed Austin Dunlap as special prosecutor to handle increased caseloads in Lincoln County; and approved a resolution adopting a county employee step-salary plan. The commissioners also authorized the county treasurer to establish a new Impact Mitigations fund to improve transparency for future monies, and approved cancellation of property taxes from 2011 totaling $14,996.24 that have exceeded the statute of limitations.

The board signed a Grant Award Agreement with the Wyoming Office of Homeland Security for $7,725.40 and approved a letter of support for Tedd Jenkins’s appointment to the Wyoming State Board of Outfitters and Professional Guides. Commissioners noted motions for these items were made by Commissioner Hansen or Commissioner Harmon and were adopted by the board.

On Dec. 7, the commission approved several planning and subdivision files (including Dry Peak Estates, Etna Village Estates Phase II, Bridger Basin revisions, Raven Hill, South Forty and Colters View) during the consent portion of the meeting. County Engineer Amy Butler presented and the board approved two WYDOT agreements: CM23302 for the CMAQ FY23 Dust Suppression Project ($150,000 federal; $37,500 local; $187,500 total) and HR23304 for the HRRR FY23 Pavement Markings Project ($99,539 federal; $10,461 local; $110,000 total). Motions to authorize both agreements were adopted.

The clerk recorded routine payroll and vendor disbursements for county operations over both sessions. The board adjourned the Dec. 6 meeting at 3:25 p.m. and the Dec. 7 meeting at 10:55 a.m.

What happens next: the approved agreements and fund authorizations will be processed by county staff; the appointed special prosecutor will assume the additional caseload per the terms of the county’s authorization.
