Snowflake council approves Circle K liquor license, adopts administrative enforcement ordinance and authorizes street work; tables rezone

On Sept. 2, 2025, the Snowflake Town Council voted unanimously, with Councilmembers Johnson and Stinnett absent, to approve several items including a liquor license recommendation for Circle K Store #415 at 110 Main St, adopt Ordinance 2025-10 authorizing an administrative enforcement process under ARS 9-500.21, and authorize contracts for single chip seal and Concho Highway striping.

The council opened and closed a public hearing on an application submitted by Maria Danielle Burgess on behalf of Circle K Store #415 and, following council motion by Mark Sheen and a second by Travis Kay, recommended approval of the Type 10 wine-and-beer license. The motion passed unanimously with Johnson and Stinnett absent.

Council also considered a zoning change request for property at 3102 W 11th St. Applicant Doug Westbrook attended and P&Z Commissioner Bruce Meyer noted a list of items P&Z requested. After discussion about whether remaining technical issues could be resolved in permitting, Councilmember Mark Sheen moved to table the item so the P&Z Commission could review outstanding requests; the motion passed.

On Ordinance 2025-10, which amends the town code to authorize an administrative enforcement process under Arizona Revised Statutes 9-500.21, Town Manager Brian Richards said the town attorney drafted the ordinance and the council had previewed it at last month's work session. Councilmember Mark Sheen moved and Councilmember Byron Lewis seconded approval to read the ordinance once by title and adopt it as written; the measure passed.

The council authorized the Town Manager to enter agreements for pavement maintenance and striping after staff presented condition ratings and contractor quotes. Brian Richards recommended Surface Contracting, Inc., of Snowflake, for single chip seal and fog coat on selected streets and Hatch Industries, Inc., of Snowflake, for Concho Highway striping. Councilmember Byron Lewis moved to approve the contracts with the caveat that contractors be in good standing with the town; the motion passed.

Town Manager Brian Richards reported summer capital work (paving in the Turley subdivision and other town sites, library parking lot and cemetery paving) and said in-house work saved about $283,000; staff work on the sewer treatment plant clarifier saved about $80,000. Richards also noted a grant award and ADOT partnership for Rodeo Road and that Circle K has final ADOT approval for a turn signal and intersection widening at Concho Highway.
