Nelson County Planner Emily Hjulstrom told the Board on March 12, 2024 that the Planning Commission had held a public hearing and then voted unanimously (6–0) to recommend approval of the 2042 Comprehensive Plan update with a set of amendments.
Among the recommended revisions: update Table 3.1 to check steep slopes and floodplain for Montebello; move Montebello from the 'Rural Destination' category into 'Rural Areas' and 'Conservation Areas' and add references to Priest and Three Ridges Wilderness areas and access to primitive recreation; add those wilderness areas to the Local Assets list; remove a sentence referencing vacancy-rate comparisons skewed by Wintergreen condos; add glossary definitions for 'conservation easement' and 'by-right'; and add a strategy discouraging large-scale development in Montebello through zoning.
Hjulstrom said the Board’s public hearing is scheduled for March 20, 2024 at Nelson County High School; staff recommended that final adoption, if the Board chooses to do so, be considered no earlier than the April 9 regular meeting. The Board discussed procedural items including sound/microphone issues at the school and asked staff to compile any supervisory comments for review on April 9.
Why it matters: the Comprehensive Plan sets the County’s long-term land-use and conservation priorities through 2042 and the Planning Commission’s recommended changes recalibrate Montebello’s future designation and related conservation strategies.
