At its May 7 session Dorchester County Council approved multiple consent-agenda items and action requests covering corrections contracts, facility licenses, road paving, bridge repairs and an investment-participation resolution.
On the consent agenda the Council approved a renewal request for inmate medical services with WPMed, LLC for the July 1, 2024–June 30, 2025 term (the minutes list the contract amount as "1,230.668"; the meeting text appears to contain a numeric-formatting error and the county finance office should be consulted for the precise contract value). The Council also approved an extension of Aramark Correctional Services, LLC's food services contract; the minutes state a per-unit rate increase "from 2.416 to 2.542" attributed to inflation, food and labor costs.
Economic Development Director Susan Banks asked for and received Council approval for two Eastern Shore Innovation Center license agreements: Chief of Ag Solutions, LLC (Suites 12 & 13) at $500 per month (May 1, 2024–April 30, 2026), and Snowbird Agility, Inc. (Suite 28) at $190 per month (April 22, 2024–March 31, 2026).
Public Works Director Dave Edwards requested and the Council approved paving projects: Buena Vista Avenue would be paved by low bidder Russell Paving Co., Inc. at $88,882 (funded by the FY24 capital road paving line), and cul-de-sacs on Oyster Shell Point Road and Landrum Drive would be paved for $20,188 (same funding source). The Council also approved piggybacking on a Maryland Department of Transportation contract with Covington Machine & Welding, Inc. for repairs to the Elliott Island Bridge at a cost of $151,021.62 funded from the FY24 capital bridge repairs line.
The Council adopted Resolution 662 to allow municipal funds to be invested in the State of Maryland Local Government Investment Pool and to designate municipal officials authorized to deposit and withdraw such funds; the Clerk and Finance Director explained the resolution enables county investment participation in the pool.
By poll the Council confirmed a decision (5–0) to allow the Sheriff’s Office to submit a Governor’s Office of Crime Control and Prevention FY25 Community Grant Program application for $35,760 (no match required) to fund overtime for community events, outreach in high-crime areas, Recreation & Parks events and event giveaways for July 1, 2024–June 30, 2025.
The Council approved a resident request from Tyzann Meekins to use the SHORE UP! field (824 Fairmount Avenue) on June 1, 2024, 1:00–6:00 p.m. The approval was conditional on the following requirements recorded in the minutes: execution of a contract releasing the City, County and SHORE UP! from liability; indemnification of the County; coordination with local law enforcement for police presence; provision of a Certificate of Insurance naming Dorchester County Government as an additional insured; commercial general liability coverage of at least $500,000 and accidental no-fault medical coverage of at least $1,000 per attendee; placement of portable toilets because building access would not be permitted; returning premises in the condition received so SHORE UP! can resume business on Monday, June 3; and compliance with Dorchester County Recreation & Parks rules. County Attorney Charles MacLeod stated the stipulated requirements were sufficient.
