The Suffolk County Legislature voted to approve a change to county affordable-housing rules that clears the way for the Alegria North project after extended debate and public comment on May 7.
Opponents—including Legislators Rob Trotta and Leslie Kennedy and several residents—said the proposed occupant mix created public-safety and vulnerability risks for people with developmental or serious mental-health needs. "I cannot support this," Legislator Trotta said on the floor, calling placement of formerly incarcerated people in the same project a "recipe for disaster" for the most vulnerable residents.
Supporters, including sponsor Legislator Nick Caracappa and representatives of nonprofit partners, said the special units are a small portion of the total project and will include thorough screening and mandatory wraparound services. Serena Martin-Liguori of New Hour for Women & Children described that group's eligibility rules for the nine units set aside for women in reentry: residents must be employed, have a track record of stability and be free of active parole or probation violations, she said.
Elizabeth Lunde of Concerned for Independent Living explained the program for behavioral-health tenants would be at an independent-living level; agency staff would make regular visits and provide linkages to community services. "These folks are not people who are unable to function on their own," Lunde said, adding the agency performs intake interviews and ongoing outreach.
Following debate and a procedural appeal, the resolution passed on the Assembly floor and was recorded as approved. The vote followed a tense exchange in which some legislators urged changes and additional safeguards. The approved resolution includes a waiver for a County developmental-disability set-aside that had been discussed during committee review.
Proponents said the combination of nonprofit case management, tenant screening, and limited set-asides targets housing to people with clear pathways to stability, while opponents urged separate, dedicated facilities for vulnerable groups.
