Parma Heights council approves a slate of ordinance amendments; several notes introduced

Parma Heights City Council approved a series of ordinance amendments and procedural measures at its March 25 meeting, passing numerous items by unanimous roll call and taking first readings on several debt-authorizing notes.

Council President Tom Rounds opened the meeting and the council moved through a bundle of measures read by title. Clerk Barbara Allen called roll for each motion; the council recorded unanimous "Aye" votes for third-reading ordinances including Ordinance Nos. 2024-11 (amending Chapter 1394 on rental-property registration and exterior inspection), 2024-12 (amending Section 618.27 on harboring pigeons), 2024-13 (amending Chapter 715 on auctions), 2024-15 (amending Section 727.03 on license fees), 2024-16 (amending Section 906.13 on permit fees), 2024-17 (amending Chapter 751 on mechanical amusement devices), 2024-18 (amending Section 755.01 on license requirements), 2024-20 (amending Chapter 735 on fortunetelling), 2024-21 (amending Section 335.15 on snow-plow registration), 2024-22 (amending Section 634.08 on vacant-property registration), 2024-23 (amending Section 634.09 on foreclosure registration), and 2024-24 (amending Chapter 1321 on building fees).

Council also approved a liquor-license transfer for MKM Restaurants LLC, d/b/a Wagon Wheel Pub (8761 Snow Rd.) after Police Chief Czack told the council the Police Department had no objections; no hearing was requested.

On first reading council accepted Ordinance Nos. 2024-26 through 2024-29 for future action; those measures would authorize notes in anticipation of bonds for specific capital purposes (streets, fire equipment, roof repairs) if advanced. Ordinance 2024-19 (beekeeping) was at second reading. Council moved to suspend the rules and passed Ordinance 2024-30, updating and adopting components of the codified ordinances as an emergency measure.

The meeting adjourned at 7:45 p.m.
