The Rawlins County Board of Commissioners voted April 8 to run a one-month sealed-bid advertisement for the county’s Public Health building, with sealed bids scheduled to be opened at the commissioners’ May 15, 2024 meeting. The decision followed two executive sessions during which the board reported taking no action.
Commissioner Lincoln Pochop called the special session to order at 11:03 a.m. Commissioner Alan A. Solko moved to approve the meeting agenda; Commissioner Mark Mosley seconded and the motion carried. The board recited the Pledge of Allegiance before moving to executive session.
Commissioner Pochop moved the board into a 30-minute executive session at 11:04 a.m. to discuss non-elected personnel with County Attorney Isaac LeBlanc, County Clerk Rachel Finley and Emergency Manager Ryan Murray; Mosley seconded. The session was extended at 11:34 a.m. for 15 minutes and ended at 11:49 a.m. The board reported no action was taken at the conclusion of that executive session.
Immediately afterward, Pochop moved the board into a 10-minute executive session at 11:49 a.m. for attorney-client privilege with LeBlanc and Finley; Solko seconded. That session concluded at 11:59 a.m., and the board again reported no action taken.
Following the executive sessions, County Clerk Rachel Finley told the commissioners she would coordinate with County Attorney Isaac LeBlanc to obtain legal descriptions for the Public Health property and to identify who should be contacted to arrange viewings. Commissioner Alan A. Solko agreed to show the building to any interested parties. The commissioners agreed to run the sealed-bid advertisement for one month and set a public opening of sealed bids for the May 15, 2024, commissioners meeting.
Commissioner Mark Mosley moved to adjourn the special session; Commissioner Lincoln Pochop seconded and the motion carried. The meeting adjourned at 12:08 p.m.
