The Rawlins County Board of Commissioners handled a slate of administrative and operational items at its April 30 regular meeting, approving routine business and authorizing several contracts and personnel actions.
Commissioner Lincoln Pochop opened the meeting and the board approved the agenda after removing a scheduled 10:00 a.m. executive session. The board approved the April 15 meeting minutes and April 2024 vouchers.
Road and Bridge reported $18,278 in proceeds from Big Iron equipment sales and asked to replace a John Deere loader that suffered a crankshaft failure. Mark Loop requested purchase of a long-block engine; Commissioner Alan A. Solko moved to approve purchasing a long-block engine (motion referenced North Platte), and the motion carried.
On landfill and recycling, Corey Castens asked how the county should handle concrete from a forthcoming high-school demolition. Castens described contractors who can crush concrete for resale and noted the landfill’s new cell is about 65–70% complete; commissioners expressed support for pursuing crushed-concrete handling and sale and discussed equipment options such as a forklift or skid steer for recycling operations.
The board conducted a personnel executive session and then voted to hire David Pasley as courthouse maintenance; commissioners asked staff for patience during the transition.
Janice Bohme reviewed an "Attentive" payroll-deducted insurance agreement and noted employees will pay income tax on benefits, and that participation reduces reported wages subject to Social Security—potentially lowering future Social Security payments. Commissioners confirmed the agreement imposes no direct county cost and authorized Commissioner Pochop to sign the agreement.
The board approved a Reach firewall contract at $199.00 per month once the current Nex-Tech contract expires and accepted signatures for a Federal Surplus application. Clerk Rachel Finley updated commissioners on ARPA reporting deadlines and said approximately $26,444.44 would need to be allocated and expended if brickwork is paid with ARPA funds; Roof Masters will inspect roof seals after brickwork completion (estimated 12 weeks). The board also discussed rehiring a former courthouse cleaner, Maribel Pinon, and asked Deputy Clerk Renee Sagel to contact her about a possible contract.
Other approvals during the meeting included an abatement from the Appraiser’s Office, a certification letter to the Kansas Secretary of State regarding the presidential preference primary reimbursement request, and Resolution 2024-07 for 2023 year-end transfers. The meeting adjourned at 11:54 a.m.; the next regular meeting is scheduled for May 15, 2024 at 9:00 a.m.
