The Rawlins County Board of Commissioners met in a special session on May 9, 2024, and held a series of executive sessions for non‑elected personnel and attorney‑client privilege, most of which the minutes say ended with no action taken.
Commissioner Lincoln Pochop moved to enter the first non‑elected personnel executive session at 8:06 a.m.; the session was extended at 8:21 a.m. and concluded at 8:26 a.m. Participants included the Commissioners, County Attorney Isaac LeBlanc, County Clerk Rachel Finley, Deputy County Clerk Renee Sagel, Emergency Manager Ryan Murray and an applicant for the EMS director position. The minutes record no hiring decision or other action from that session.
Later, at 8:28 a.m. County Attorney Isaac LeBlanc requested an attorney‑client executive session that ran until 8:43 a.m. That session preceded the board's motion to end the county's appeal with the City of Atwood and uphold the BOTA decision. The board then conducted additional attorney‑client sessions from 8:45–9:00 a.m. and a brief 9:00 a.m. session extended to 9:08 a.m., both of which the minutes say produced no action.
At 9:08 a.m. the board entered a further non‑elected personnel executive session that was extended at 9:23 a.m. and ended at 9:28 a.m.; again, no action was recorded.
Emergency Manager Ryan Murray told the commissioners there will be a Zoom discussion of the National Flood Insurance Program (NFIP) flood plan and "highly recommends the Commissioner attend the discussion by Zoom," according to the minutes. The board also discussed U.S.D. 105 bond and county sales tax; the minutes do not record any decisions or vote tallies on those topics.
Commissioner Alan A. Solko moved to adjourn the meeting; Commissioner Mark Mosley seconded, and the session was adjourned at 9:42 a.m.
