The Charles Mix County Board of Commissioners met in regular session Dec. 30 and approved a slate of routine financial and operational items, including fund transfers, vendor contracts and a new county fund.
Chairman Keith Mushitz called the meeting to order at 10:00 a.m. Vice Chairman Colin Soukup moved and Commissioner Nick Stotz seconded approval of the agenda, minutes from Dec. 12 and the bills. All motions carried.
The board approved Resolution 2024‑300, authorizing contingency transfers from the General Fund totaling $149,000 to cover unanticipated expenses in several departments: Elections ($13,000), Equalization ($50,000), Veterans Services ($7,000), Juvenile Detention ($34,000), Poor Relief ($4,000), WIC ($18,000) and Weed ($23,000). The board also authorized a $1,670,000 cash transfer from the General Fund into multiple restricted funds, including $1,315,000 to the Highway Fund and $189,000 to the 911 Communications Fund.
Sheriff Randy Thaler presented contracts for 2025 and the board approved three intergovernmental agreements: a Prisoner Housing Agreement with the South Dakota Department of Corrections at $95 per day plus expenses; an agreement with the Beadle County Juvenile Detention Center at $325 per day; and a Law Enforcement Services Agreement with the City of Lake Andes for $154,000 annually.
The board created Fund 601, the Medical Expense Reimbursement Program (MERP) Fund, effective Jan. 1, 2025, and authorized closing Andes State Bank account #00094094 and transferring remaining funds into the new account. Commissioners approved final levy rates certified by the Department of Revenue: 3.074 for County General Funds (totaling $5,312,131) and 0.490 for the County Secondary Road Fund (totaling $40,000).
A personnel-related executive session was held at 11:32 a.m. under SDCL 1‑25‑2; the board reconvened at 11:46 a.m. and reported no action taken. The board also adopted a cell-phone reimbursement policy effective Jan. 1, 2025, providing $30 per month (or a county‑issued phone) for several department heads and $10 per month (or county device) for the Director of Equalization.
On procurement matters, the board reviewed bids for 8,000 gallons of courthouse propane and awarded the contract to 3D Oil & LP at $1.22 per gallon (lowest bid). Highway Foreman Jerry Horst reviewed fuel, culvert engineering and gravel options but no formal action was taken on those items.
The minutes include a detailed bill and payroll listing totaling $186,325.57 across county funds. The board set its next meetings for 10:00 a.m. on Jan. 7 and Jan. 23, 2025, both at the county courthouse, and adjourned at 11:47 a.m.
