The Union County Board of Commissioners on April 16 approved a series of routine personnel, procurement and fiscal actions, and conducted Board of Equalization business before adjourning to meet again April 30, 2024.
On personnel the board approved travel for Assessor Bousquet to attend floodplain management training in Aberdeen April 23–24. The board also approved two full-time hires: Diane Bumsted as a deputy auditor at $19.86 per hour (annualized at $38,727) beginning May 1, 2024, and Dante Gardini as a full-time deputy at $22.86 per hour beginning April 8, 2024. Both hires were approved by motion and recorded as carried.
The board approved its biweekly payrolls (BW payrolls recorded at $98,610.57 and $98,368.54) and an itemized claims register that included many vendors and several large payments: SFC Constructors ($275,794.65), Hollaway Bridge & Culvert ($132,102.46), Sanitation Products Inc. ($167,476.00), and Rinker Materials ($72,777.20) among others. The claims motion was approved.
On procurement and contracts the board accepted change orders for One Way Wireless totaling $11,095.90 and approved a consultant services agreement authorizing Ulteig Engineering to perform bridge inspections for local government projects in coordination with the South Dakota Department of Transportation.
The board also authorized the chair to sign a Joint Powers Agreement for county weed and spraying services in the amount of $20,908.20. In separate action the board approved an agreement with the Vermillion School District for a combined 2024 election per SDCL 9-13-37 and 12-2-5. The board voted that Colonial Life insurance services will not be offered through county payroll; employees who want Colonial Life must contact the vendor directly.
The board declared a public nuisance at 31798 475th Ave., Elk Point, SD for accumulated garbage, trees/branches and inoperative vehicles and scheduled a public hearing on April 30, 2024 at 11:15 a.m. at the Union County Courthouse.
During the Board of Equalization the board accepted assessor recommendations on several parcel appeals, including Parcel 23.GC.07.1027 (Mary Ellen O’Harrow) — total value recorded as $354,577; Parcel 23.MD.12.1017 (Deborah and Rodney Carter) — total value $572,284; and Parcel 12.00.01.2005 (Kenny and Sandy Barnes) — value adjusted to $212,138.
Chairman Milton Ustad presided over the meeting. The board recessed into two short executive sessions for personnel matters under SDCL 1-25-2(3) during the morning. Jim Weber presented a check for the closing sale of Alcester Steakhouse and informed the board of an upcoming invoice from McLaury for $1,484. The board adjourned at 12:45 p.m. and scheduled its next regular meeting for April 30, 2024.
