The Autauga County Commission on March 19 unanimously approved a series of routine administrative actions, adopted a resolution honoring a longtime volunteer and scheduled its next meeting for April 2, 2024.
Chairman Jay Thompson opened the meeting at 5:00 p.m. and said the body approved minutes from its March 5 regular meeting after a motion by Commissioner Larry Stoudemire and a second from Commissioner John L. Thrailkill. Commissioners then voted unanimously to approve invoices received through March 19 and authorized the chairman and the treasurer/administrator to issue warrants for payment.
On the consent docket the commission approved travel for designated personnel to the Rural Transportation ALTRANS conference (April 30–May 2, Gulf Shores) and the NACo conference (July 12–15, Tampa). The commission also approved transfers to cover gasoline usage during February 2024: a total of $5,519.81 moved into the county gasoline budget from multiple general-fund line items (including $136.68 from Elections and $4,351.88 from Rural Transportation). A transfer of $161.15 was approved from the Reappraisal Fund. Additional transfers totaling $2,490.07 were approved to the Sheriff’s gasoline budget: Animal Control $1,070.15, SRO $847.84 and Jail $572.08. Commissioner John L. Thrailkill made the motion to approve the consent docket; Commissioner Stoudemire seconded, and the vote was unanimous.
The commission adopted Resolution #2024-15 honoring James Miller for more than 15 years of volunteering to pick up trash along County Road 4. The resolution says Miller averages about 500 bags of trash per year; it quotes him as responding, “I feel the Lord asked me to do it.” The resolution was approved by unanimous vote.
On personnel matters, the commission approved the hire of Triston Clark as a full-time jailer (grade PS301, step 3), effective March 18, 2024, to replace Ambrea Smith, who was terminated. That motion was made by Commissioner Rusty Jacksland and seconded by Commissioner Larry Stoudemire and carried unanimously. Separately, the commission voted to rescind the hire of Tyiesha Smith; that motion was moved by Commissioner John L. Thrailkill, seconded by Commissioner Bill Tatum and approved unanimously.
The commission approved the Rural Transportation Federal FY2024 Certifications and Assurances for Federal Transit Administration assistance programs and agreed to minor budget adjustments within the rural transportation account, shifting $200 from miscellaneous other expense into cleaning/janitorial and $200 into training. Commissioners also approved two subdivision plats: Alpine Subdivision (District 4) and Forest Hills Estates Subdivision (District 3); both were approved by unanimous votes.
The body voted to enter an executive session at 5:45 p.m. (motion by Commissioner Rusty Jacksland, seconded by Commissioner John L. Thrailkill) and voted to leave executive session at 5:59 p.m. (motion by Commissioner Larry Stoudemire, seconded by Commissioner Jacksland). The minutes provided do not record any formal action taken in open session that was explicitly tied to the executive session.
Commissioner John L. Thrailkill moved, and Commissioner Rusty Jacksland seconded, to adjourn at 6:35 p.m. and to reconvene on Tuesday, April 2, 2024, at 5:00 p.m.; that motion carried unanimously.
