The Pierce County Board of Commissioners voted April 2 to approve several equipment purchases and personnel appointments, including a backhoe trade-in deal, a motor grader purchase, two Mack dump trucks and the rewrapping of two newly acquired ambulances.
Chairman Neal Bennett presided as the board approved trading in a 2014 John Deere 410K toward a CAT DCA1A Model 440 backhoe for a net price of $158,290, with funding to come from the Transportation Improvement Act (TIA) account. Commissioner Randy Dixon moved the motion; Commissioner Harold Rozier seconded and the motion carried.
The board also approved purchasing a CAT 140 Joy-BR motor grader at $312,331 to replace a grader coming off lease in August 2024, with funding identified as TIA or General Fund. Commissioner David Lowman moved the motion; Commissioner Harold Rozier seconded.
On vehicle purchases, commissioners approved buying two Mack dump trucks at $223,751 each (total $447,502), again with funding from TIA and/or General Funds. Commissioner Randy Dixon moved the motion; Commissioner David Lowman seconded. The vendor warranty and extended-warranty options were entered into the meeting record.
Commissioners approved rewrapping the county's two recently purchased ambulances at an estimated $3,000 per vehicle (estimated total $6,000), to be paid from General Funds. Commissioner Randy Dixon moved the motion; Commissioner David Lowman seconded.
In personnel actions, the board reappointed Dr. Donald Waters as chair of the Pierce County Board of Health; Commissioner David Lowman moved the reappointment and Commissioner Harold Rozier seconded. The board also appointed Adam Hart and Timothy Griffis to the Pierce County Planning Commission on a motion by Commissioner Lowman and second by Commissioner Rozier.
On procurement, County Manager Raphel Maddox reported the county received six bids for employee benefits consulting and recommended Partners Benefit Group to begin the plan year July 1, 2024; the board approved that recommendation on a motion by Commissioner Randy Dixon, seconded by Commissioner Harold Rozier.

The board also authorized staff to seek bids for demolition and removal of the remaining portion of Grady St. School on Carter Ave., and extended the county's mowing contract with K & A Mowing through April 30, 2025. These items were approved by motion and second and recorded as carried.
