The Floyd County Public Utilities & Transportation Committee approved the Oct. 15, 2025 minutes by common consent and heard a series of operational updates from county staff at its Dec. 17 meeting.
John Carroll, the airport manager, told the committee the corporate hangar is scheduled for completion in late February or early March and that runway lighting is roughly 90–95% complete. Tim Shuler, assistant utilities administrator for water, said the Big Texas Valley water project and the Bell's Ferry Road water-line relocation were completed under budget and crews were finishing cleanup. Michael Skeen, public works director, gave a timeline for Fuelmaster and Faster system rollouts and outlined planned 2026 milling work on Shannon, Riverside and Garden Lakes. Mark Welsh, county engineer, summarized an Old Summerville Village maintenance-acceptance request and a petition related to Hamilton Drive right-of-way closure that engineering will investigate further.
The meeting also included a note that the Bells Ferry Road bridge is likely to remain closed, would be outsourced to the Georgia Department of Transportation and currently lacks funding, according to Mr. Skeen. Charles Hankins, solid waste/recycling, said he will meet with the Clean Harbors CEO about household hazardous waste procedures and will participate in a Scrap Tire webinar on Jan. 9.
No public speakers are recorded in the transcript’s public-participation portion. Chair Scotty Hancock adjourned the meeting at 8:58 a.m.; the committee’s next meeting is scheduled for Feb. 18, 2026.
Action taken: approval of the Oct. 15, 2025 minutes by common consent.
