The Screven County Board of Commissioners unanimously approved three resolutions at its July 23, 2024 meeting that together shape local sales-tax funding and county property transfers.
Commissioner Mike Dixon moved and Commissioner Edwin Lovett seconded a resolution adopting an intergovernmental agreement (IGA) between Screven County and the Town of Hiltonia, Town of Newington, City of Oliver, Town of Rocky Ford and City of Sylvania to govern the use of SPLOST proceeds; the motion carried 4-0. The IGA defines how revenue from the Special Purpose Local Option Sales Tax will be shared and used among the participating jurisdictions, the board said in passing the resolution.
Commissioner J.C. Warren moved and Commissioner Mike Dixon seconded a separate resolution to impose a new six-year SPLOST immediately upon termination of the SPLOST currently in effect and to authorize calling a referendum on Nov. 5, 2024; the motion carried 4-0. If approved by voters, the tax would fund county and municipal projects authorized under the SPLOST terms specified in the IGA and related resolutions.
The board also approved, by a 4-0 vote, a resolution conveyed by motion of Commissioner Mike Dixon and seconded by Commissioner J.C. Warren to transfer county real estate to the State of Georgia for use as a State Patrol headquarters and barracks. The resolution as adopted was entered into the minute book; specific parcel identifiers or conveyance conditions were not specified in the meeting record.
During commission and staff comments, Commissioner Edwin Lovett said the board received an email suggesting EpiPens be carried in sheriff’s vehicles for emergencies; County Manager Lori Burke said she would look into the required process and legal implications. Chairman Will Boyd said the county is progressing the Ag Center Project drawing and moving that project forward.
The board opened the floor to public comment and recorded that none was offered. Chairman Will Boyd adjourned the meeting at 9:19 a.m.
