The Craig County Board of Supervisors on Nov. 6 approved its consent agenda, confirmed two appointments and adopted a budget amendment that appropriates $42,225 for court clerk payroll, emergency medical services equipment, opioid-settlement funds and a grant for volunteer fire department computers.
The actions began with the passage of Resolution R25-78 to approve consent items, including minutes from Oct. 2 and claims and warrants. Chair Jesse Spence asked for a motion; Supervisor Carl Bailey moved and Supervisor Keith Dunbar seconded. The resolution passed unanimously.
The board then approved Resolution R25-79 appointing Wanda Osburn to finish an unexpired term on the Blue Ridge Behavioral Healthcare Community Services Board (term: Jan. 1–Dec. 31, 2026). The vote was recorded as Labiosa abstain, Matyas yes, Dunbar yes, Bailey yes and Spence yes after a motion by Carl Bailey and second by Keith Dunbar.
The board also approved Resolution R25-80 appointing Adam Sowder to the Craig County Tourism Commission to fill an unexpired term and begin a four-year term on Jan. 1, 2026. Supervisor Jason Matyas moved to approve the appointment; Vice Chair Jordan Labiosa seconded and the measure passed unanimously.
The largest fiscal item, Resolution R25-81, amended the FY2025–26 budget to appropriate $42,225 in new revenues and assign them to specific accounts: EMS equipment ($2,034); Circuit Court Clerk technology and payroll/bonuses ($13,995 in local funds and $14,585 from the Compensation Board with related payroll/FICA adjustments); opioid settlement funds ($8,111) placed in an Opioid Fund; and a Virginia Department of Fire Programs grant for computers for volunteer fire departments ($3,500). Clerk Dan Collins presented the amendment; Supervisor Carl Bailey moved to adopt R25-81 and Supervisor Keith Dunbar seconded. The motion passed 5–0.
The board approved several routine community items as well: a motion to hold the Annual Christmas Parade on Dec. 6, 2025 at 6 p.m., and a holiday schedule granting four extra hours for Christmas Eve and an extra day for New Year’s, both by unanimous votes. Minutes of votes were recorded in each motion.
After a closed session for legal matters and a certification resolution (R25-82), the board unanimously authorized Clerk Dan Collins to sign an Emergency Services Tower Lease on behalf of the county.
Why it matters: The budget amendment channels small but targeted federal, state and settlement funds to county services and court operations; the appointments fill local representation on behavioral-health and tourism panels; the tower lease advances emergency-services infrastructure.
