Franklin County approves jail camera contract, workforce training agreement and multiple grant applications

Frankfort — At its Sept. 24 meeting, the Franklin County Fiscal Court approved several procurement and grant actions, including a contract award for jail security cameras and an agreement to accept federal workforce training funds for county hires.

The court voted unanimously to award the jail camera contract to Liberty Telephone, the lone bidder on the procurement. Separately, the court approved an agreement with the Bluegrass Workforce Innovation Board to accept federal On-the-Job Training (OJT) grant funds that provide training and wage reimbursement for new county employees, up to $10,000 per employee.

On grants, the court authorized the County Judge/Executive to apply to the Kentucky Transportation Cabinet Department of Rural and Municipal Aid for a County Priority Projects Program grant (Resolution #38-2025) and approved filing an application to the Firehouse Subs Public Safety Foundation Grant for the Franklin County Fire Department (Resolution #39-2025). The court also approved a Memorandum of Understanding and attestations for agencies that will receive county-administered opioid funds.

Two items were tabled: a resolution to apply for a mentoring grant through the Office of Juvenile Justice Delinquency Prevention with the Wanda Joyce Robinson Foundation as subrecipient, and Change Order #1 to Codell Construction on Bid Package Blue Sky Electric related to the Lakeview Park Project Phase 1. The minutes show the court voted to table both items until a future meeting.

All recorded approvals on contracts and grant authorizations passed by unanimous vote. The minutes do not list contract dollar amounts for the jail camera award or the KYTC grant request amount; additional procurement and grant documents would provide those details.
