The Reeves County Groundwater Conservation District convened in Pecos on May 16, 2024 and approved a set of routine items by unanimous votes.
Director Cecil Lee moved and Luke Brown seconded approval of minutes from an April meeting; the motion carried 6-0. (The transcript contains inconsistent references to April 16 and April 18 for the minutes approved.) Director Ginny Barmore moved and Nancy Martinez seconded approval of the April financial statements, and the board approved payment of April bills on the same motion pattern; both actions passed 6-0. Director Luke Brown moved and Benjamin Burnham seconded approval of the 1st Quarter Investment Report, and Luke Brown moved with Ginny Barmore seconding approval of the 1st Quarter Drought Report; both reports were approved 6-0. Vice President David Dominguez moved to adjourn at 6:10 p.m.; the motion, seconded by Benjamin Burnham, carried 6-0.
On non-routine matters, the board discussed but took no action on participation in property tax abatements supported by the Pecos Economic Development Corporation for up to 10 years. Director Cecil Lee stated he would vote "no" on participation while Director Ginny Barmore indicated she would vote "yes"; the board discussed trade-offs between encouraging new businesses with abatements and collecting tax revenue without abatements. The board also discussed proposals from Blanton Associates / ICF Jones & Stokes to hold informational work sessions on natural resources and ESA-related issues and a Borderlands Research Institute proposal to support a West Texas Water Research Center at Sul Ross State University; both items were discussed with no board action.
The board received correspondence including a photo of RCGCD scholarships published in the Pecos Enterprise and a TCEQ notice about a TPDES application (see separate item). The board set its next regular meeting for Thursday, June 20, 2024.
