The Reeves County Groundwater Conservation District board on March 21 unanimously approved minutes, financial reports and a slate of water-use permits that include several large historic-use requests for oil- and gas-related operations.
President James Ward opened the meeting at 5:03 p.m. and the board moved through business with little discussion. Director Cecil Lee moved to approve the Feb. 15 minutes; Director Luke Brown seconded the motion, which passed 6-0. The board similarly approved the district's February financial statements and payment of February bills by unanimous votes.
The board approved Historic Use Permits 6364–6377, many filed by Texas Pacific Resources LLC for oil-and-gas rig supply and related industrial/fracking uses. The packet lists a range of acreages and requested water volumes; the largest single historic-use request recorded in the agenda was Permit #6375, which sought 7,073.03 acre-feet per year and 4,385 gallons per minute. Other historic-use entries included requests ranging from several hundred to multiple thousands of acre-feet per year. Director Ginny Barmore moved to approve the historic permits and Director David Dominguez seconded; the motion carried 6-0.
The board opened a public hearing on drilling and production permits at 5:20 p.m. and closed it at 5:28 p.m. after receiving no public comment. The board approved drilling and production permits for: Patrick Ware (Drilling Permit #6371 and Production Permit #6372, Well RC3355, listed as requesting up to 3,840 AF/YR and 1,200 GPM); Giesbrecht Farms (Drilling Permit #6362 and Production Permit #3235, Well RC3274, listed as requesting up to 4,093.8 AF/YR and 1,200 GPM); and Revelation Land Management LLC (Drilling Permit #6373 and Production Permit #6374, Well RC3356, listed as requesting 193.56 AF/YR and 120 GPM). Director Cecil Lee moved to approve permits 7a–7f; Director Luke Brown seconded and the vote was 6-0.
In other business, the board approved raising the district credit card limit from $3,000 to $7,500 on a 6-0 vote (motion by Director Cecil Lee; second by Director Ginny Barmore). The board also approved Reeves County Groundwater Conservation District employee membership at the Reeves County Recreation Center (motion by Director Cecil Lee; second by Director Luke Brown) and authorized the district to join the New Mexico Produced Water Research Consortium (motion by Director Cecil Lee; second by Director David Dominguez); both motions passed unanimously.
The district recorded receipt of correspondence from the Texas Water Development Board recognizing completion of the Groundwater Management Plan approved Nov. 29, 2023. The board set its next meeting for April 18, 2024, and listed the Habitat Conservation Plan from Blanton and Associates and a presentation by the UT Bureau of Economic Geology among items to consider. The meeting adjourned at 5:54 p.m. after a unanimous vote.
