Katrina Billingsley was appointed Clerk of the Heard County Board of Commissioners at a regular meeting on Jan. 17, 2023, Chairman Lee Boone said. The board voted unanimously to confirm Billingsley after a motion by Commissioner James Perry and a second by Commissioner Larry Hammond.
Also at the meeting the board appointed Felicia Adams and Susanne Palmer as Deputy Clerks to serve in the Clerk’s absence; that motion passed unanimously after Commissioner Hammond moved and Commissioner David Walls seconded. Adams, who is identified in the minutes as Finance Director, also recommended reappointing Kim Kimmel as county auditor for 2023; Boone said Kimmel’s fee would be the same as in 2022. The board unanimously reappointed Kimmel on a motion by Commissioner James Perry, seconded by Commissioner Walls.
The Board appointed Commissioner James Perry as Vice-Chair for 2023 (motion Hammond; second Walls) and reappointed Michael Hill as County Attorney for 2023 (motion Walls; second Hammond). Chairman Boone recommended retaining the regular meeting schedule; the board voted unanimously to keep meetings on the third Tuesday of each month (motion Hammond; second Perry).
All of the above motions were recorded in the minutes as passing unanimously. The actions were presented as routine administrative business intended to ensure continuity of county operations and recordkeeping for 2023.
The meeting record shows no changes to the auditor’s fee from 2022 and lists the Commission Chamber at the Heard County Administration Building as the meeting venue. The session closed with the board reflecting on the life and service of the late Commissioner Gwen Caldwell and adjourning in her honor.
