Polk County commissioners adopted a formal resolution on April 2 approving the FY2024 Capital Fund 340 budget, adding $103,500 for Fire Department architectural services and an estimated $200,000 to establish a county morgue.
County Finance Director Muriel Dulaney noted the action and County Attorney Brad McFall advised the board that under O.C.G.A. the county must adopt capital budgets by formal resolution. The resolution also removed several abandoned projects and associated budget lines, including Meadow Lakes utilities relocation ($25,000), an unreceived DNR grant match ($80,000), and public works message boards ($36,000).
Commissioner Jordan Hubbard moved to adopt the resolution and Commissioner Ray Carter seconded. The motion passed unanimously.
The board provided no additional line-item detail in the meeting record about the morgue estimate beyond an “approximately $200,000” figure; staff will be responsible for implementing the capital purchases and services authorized by the resolution. The county attorney’s confirmation that O.C.G.A. requires formal adoption addresses a statutory technicality, the board was told, rather than a change to previously approved spending authority.
The action came as part of a larger slate of code and budget amendments the board considered at the April 2 meeting.
