Frankfort — The Franklin County Fiscal Court voted unanimously March 12 to authorize the county clerk to apply for a House Bill 1 County Clerk Election Equipment Grant for up to $46,594.39 and to adopt new procedures for spending American Rescue Plan Act State and Local Fiscal Recovery Funds (SLFRF).
County Judge/Executive Michael Mueller called the special meeting to order at 4:21 p.m. Squire Sherry Sebastian moved to approve Resolution #5‑2024, authorizing the HB 1 grant application; Squire Eric Whisman seconded the motion, and the court voted in favor: Squires Sebastian, Blackburn, Dycus, Tracy, Tanner, Whisman, and Judge Mueller.
The court then adopted Resolution #6‑2024, on a motion by Squire Scotty Tracy and a second by Squire J.W. Blackburn, establishing a policy for engaging financial and legal advisers for SLFRF expenditures, setting procedures for approving compliant expenditures, and repealing inconsistent resolutions.
Separately, the court approved an agreement with the law firm Stites & Harbison PLLC to provide professional legal assistance in the administration, planning, execution, and expenditure of SLFRF federal assistance. That motion was moved by Squire Kelly Dycus, seconded by Squire Scotty Tracy, and carried unanimously.
The court voted to enter a closed session under Kentucky Revised Statutes KRS 61.810(1)(f) for discussions or hearings which might lead to the appointment, discipline, or dismissal of an individual employee. After returning to open session on a motion by Squire Eric Whisman (seconded by Squire Richard Tanner), the court approved hiring Susan Beeler as a part‑time bookkeeper on a motion by Squire Scotty Tracy, seconded by Squire Kelly Dycus.
The meeting concluded with a motion to adjourn by Squire J.W. Blackburn, seconded by Squire Kelly Dycus; the court adjourned at 4:23 p.m.
