The court recorded that the set of policies establishes formal protocols for complaints, defines grievance procedures and clarifies expectations for county staff conduct. The Section 504 policy and the citizen participation plan specify processes for handling complaints and appeals, while the fair-housing measure affirms nondiscrimination in housing-related county programs. The excessive-force policy establishes county expectations for use-of-force practices in county law-enforcement operations and internal review procedures.
