The Dubois County Commissioners on May 20 approved a mix of grant management, finance and routine administrative actions and recorded several informational reports.
The board approved a $60,000 contract with Indiana 15 Regional Planning Commission to provide grant administration services for the Community Development Block Grant — Hoosiers Enduring Legacy Program (H.E.L.P.). Jenny Matheis presented the services contract; the board’s motion to approve the contract carried unanimously, with the executed contract to be obtained after the Indiana 15 board meets May 21, 2024. At 9:00 a.m. the board opened bids for a radon inspector for the H.E.L.P. Owner Occupied Rehabilitation program and read proposals from 1st Choice Home Inspection, LLC and VET Environmental Engineering; the proposals were taken under advisement.
County Auditor Sandra L. Morton reported the county will receive opioid settlement pre‑payments with a restricted/abatement share of $18,238.10 and an unrestricted share of $7,279.13. She also reported expected Supplemental LIT distributions before June 1, 2024 totaling $628,468 (LIT‑Certified Shares), $471,899 (LIT‑Economic Development) and $503,522 (LIT‑Jail).
The board discussed several 4‑H items: Ed Boeglin, 4‑H Council President, requested increasing county funding to $145,000 for 2025 and separating 4‑H Council and Park utilities/supplies; the board gave consensus support pending County Council approval. Boeglin also requested possible use of highway equipment during the 4‑H Fair; the board approved that request by consensus if equipment is needed. Scott Schnell and Park Superintendent Carson Kaiser reported on structural issues with the 4‑H swine barn; repair quotes ranged from under $100,000 for temporary repairs to $257,000 for demolition and rebuild, and the council lacks funding—further consideration was deferred to a future meeting.
Other items approved by motion and recorded as carried unanimously included approval of a courthouse use agreement for Heart of Jasper event restroom use, a Memorandum of Understanding clarifying the $5,500 ARPA‑funded air‑conditioning installation and maintenance responsibilities at the Dubois Fire ambulance bay, a Verizon Wireless purchase order under State BPA #71748/GSA Multiple Award Schedule for cellular service (Auditor authorized to sign), and a Small Claims request declaring two office chairs surplus. The Distressed Road Paving Project was reported as completed May 3 and came in $11,693.44 under bid; a change order reflecting the new price was signed by the contractor and the engineer and approved by motion.
Items discussed without final motion included a previously tabled proposal for an aluminum box culvert on CR 1025 South (consensus not to proceed and to seek alternatives) and a resident request for a Hidden Drive sign on South Meridian Road (options discussed; no final determination). The board also asked EMA Director Tammy Humbert to obtain a quote to add a speaker in the annex basement hallway rather than moving the existing security speaker when the EMA office relocates.
