Franklin County Fiscal Court, led by Judge/Executive Michael Mueller, met July 24 and approved a series of routine financial reports, equipment purchases and personnel actions.
The court voted unanimously to approve amended minutes from the July 10 meeting and to accept the County Clerk’s quarterly report and the Treasurer’s fourth-quarter and fiscal-year financial statements ending June 30, 2024. The court also approved an engagement letter with auditor Charles T. Mitchell for the year ended June 30, 2024.
By unanimous vote the fiscal court declared certain Sheriff’s Office equipment surplus and authorized disposal by auction through GovDeals, and it approved Resolution #30-2024 authorizing expenditure of Local Assistance and Tribal Consistency Funds (LATCF) to purchase three police vehicles for the Franklin County Sheriff’s Office. No dollar amount for the vehicle purchases was specified in the meeting record.
The court awarded a procurement bid for Fire Department self-contained breathing apparatus (SCBA) equipment to 911 Fleet & Fire, the low bidder, and authorized the Fire Department to enter an agreement to secure purchase of a fire apparatus. The court also authorized Change Order #3 for a Road Department project, not to exceed $9,000.
The court approved multiple personnel actions: promotion of Chris Brown to captain, promotions of Timothy Taylor and Kelsey Torres to staff sergeant (SSGT), promotions of Steven Palmer and Keith Peach to sergeant (SGT), and hires including Malachi Zeller as a firefighter and Matthew Talson as a light equipment operator/driver. The court also approved a 3% wage increase for current part-time seasonal golf and park employees who make $12 an hour or more.
The fiscal court moved into a closed session under KRS 61.810(1)(f) for discussions that might lead to the appointment of an individual employee, then returned to open session and took the votes described above.
A first reading was given to an ordinance to amend Chapter 155 of the Franklin County Code of Ordinances by adding Section 155.151 to establish a Rural Heritage Mixed Use District (HD); the record shows only the first reading, with no final vote recorded. The meeting adjourned at 6:41 p.m.
