At a special meeting on Aug. 30, 2024, the Franklin County Fiscal Court voted to enter a closed session under Kentucky law for "discussions or hearings which might lead to the appointment, discipline, or dismissal of an individual employee," citing KRS 61.810(1)(f).
Squire Sherry Sebastian moved to go into closed session, and Squire Kelly Dycus seconded the motion. Voting in favor were Squires Sebastian, Dycus, Harrod, Tanner, Whisman and Judge Michael Mueller; Squire JW Blackburn was absent. After the closed session, the court returned to open session on a motion by Squire Sherry Sebastian, seconded by Squire Eric Whisman; that motion also passed by the same recorded votes among members present.
The minutes do not disclose the substance of the closed session. The court then proceeded to a motion to create a new position in the County Attorney's Office (Community Outreach Coordinator) and subsequently adjourned. The meeting was called to order at 3:25 p.m. and adjourned at 3:25 p.m.
