Beverly York, Ware County’s senior accounting supervisor, reported at the Nov. 11 work session that the county held $1,466,621.26 in ARP A funds as of Nov. 7, 2024 and described line‑item allocations the county expects to spend by Dec. 31, 2024.
York said the county has already approved an E‑911 system upgrade for $360,859 to update CAD and Viper systems, courthouse heating upgrades estimated at $918,004 and the purchase of two ambulances totaling $640,805.48; she said one of those ambulances will need to be paid for with SPLOST funds. "There is a bank balance of $1,466,621.26 as of November 7, 2024 that is already allocated to be spent by December 31, 2024," York reported.
The details matter because ARP A funds carry a spending deadline and SPLOST is governed by a voter referendum and a memorandum of understanding with the city. York reported the county had collected $11,342,380.94 in 2022 SPLOST sales tax distributions through October 2024. She summarized the referendum/MOU allocation rules: the first $12,000,000 in collections is reserved for the Albany Avenue Overpass, split in the memorandum as $9,750,000 toward the joint portion, $1,000,000 for the WWDA and $250,000 for the DWDA (totaling $11,000,000), with an additional $900,000 identified as the city’s portion to reach $12,000,000. York said that once $12,000,000 is collected the county will begin a 60 county/40 city split; she added the county must collect another $1,350,000 of the county’s share of the overpass before other SPLOST line items are distributed.
Commissioner Timmy Lucas asked York about a CDBG project for Emerson Park; York said she had no information at the time. Lucas also raised a separate road‑maintenance issue, noting that road and stop signs on a repaved street had not been replaced and the signage was not legible.
York’s presentation was made during the work session and the various items were placed on the regular meeting agenda for formal consideration. The manager’s office also relayed a GDOT update that the State Street Overpass project let date remains scheduled for May 2025 and that a final field plan review is expected soon.
