Franklin County Fiscal Court approves ePoll book grant application, Lakeview Park contract, fire grant amendment and two appointments

Frankfort, KY — Franklin County Fiscal Court on Jan. 31 approved a package of routine administrative, procurement and grant actions that the court said advance election equipment, parks and fire-department preparedness.

The court adopted a resolution authorizing a Kentucky HB1 County Clerks Election Equipment Grant application for up to $77,220 to purchase ePoll Books and authorized purchase of election equipment from Harp Enterprises. The court also accepted a partial payment of $731,000 in 2022 excess fees for the County Clerk.

On parks and capital projects, the court approved a $429,975 standard design-build agreement with Codell Construction Company for Lakeview Park. The court also approved an interlocal agreement with the City of Frankfort and the Farmdale Sanitation District and received independent audit reports for the Elkhorn Water District (years ended 2020 and 2021) and Farmdale Sanitation District (years ended June 30, 2021 and 2022). The Treasurer's Report was received as presented.

Under other business the court amended Resolution #5-2023 with the U.S. Department of Homeland Security/FEMA to pursue 2022 Assistance to Firefighters Grant funding for SCBA, facemasks and RIT team kits for up to $311,000; the amendment was approved. The court entered closed session under KRS 61.810(1)(f) for personnel matters, returned to open session and appointed Kim Cox as Fiscal Clerk and James Frye as Maintenance Director.

All motions recorded in the transcript passed by recorded votes; the majority of motions were unanimous. The transcript shows routine procedural approvals and does not include extended debate on the grants, the Lakeview Park contract, or the personnel appointments.
