Franklin County Fiscal Court approves budgets, transfers, contract and personnel moves

The Franklin County Fiscal Court on March 30, 2023 moved through several fiscal and administrative items, approving budgets, budget amendments, personnel and a technology contract.

On motions recorded in the meeting minutes, the court authorized receipt of the 2023–24 proposed Jail Budget and accepted the Franklin County Conservation District’s 2023–24 Annual Budget and Plan of Work, including the Dead Animal Program. The court also authorized receipt of the Kentucky Capital Development Corporation’s fiscal year 2023–24 budget.

Squire J.W. Blackburn moved and the court carried second reading and approval of Amendment #1 to Ordinance #5-2022 (relating to the fiscal year 2022–23 budget). The court then approved FY2022–23 budget transfers and authorized receipt of the Treasurer’s Report; the motions were recorded as passing with all members voting in favor.

On personnel, Squire Scotty Tracy moved to rehire Kat Verraskthakul as a part-time seasonal golf employee; that motion passed on a recorded roll call. For technology and solid-waste services, Squire Richard Tanner moved to adopt Resolution #8-2023, authorizing Franklin County to enter a three-year contract with Recollect Systems Inc. for a resident-facing, web-based solid-waste information application; the motion passed with all members voting in favor.

These administrative approvals were taken up before the court’s extended deliberation on a zoning map amendment for a separate agenda item. The meeting adjourned at 9:45 p.m.
